Dr. Charlie obtained his education in Civil Engineering at Michigan State University (Ph.D. in Civil Engineering with major in Geotechnical Engineering and minor in Geology; M.S. and B.S. in Civil Engineering; and B.A. in Social Science). He has worked for various government agencies and private geotechnical engineering firms including the Bureau of Reclamation, the U.S. Peace Corps, and the U.S. Air Force, and D'Appolonia Consulting Engineering. He has also been a Geotechnical consultant to over 20 organizations located in Alaska, Utah, Wyoming, Maine, Michigan, Colorado, New Mexico, New York, Ohio, Wisconsin, Washington, D.C., South Pacific, Europe, Africa and the Caribbean. Topics included earthquake and blast induced soil liquefaction, industrial wastes, tailings, expansive soils, organic soils, dam safety and blast damage.

Dr. Charlie is a professor in the Department of Civil Engineering at Colorado State University. He has over 30 professional publications. He has been project director for over 1 million dollars of funded research on Explosive and Earthquake Induced Soil Liquefaction, Mine Tailings, Expansive Soils, and Organic Soils. Dr. Charlie has introduced sophisticated computer data aquisition devices for recording laboratory and field transient behavior of soils under impact and explosive loading.

Dr. Charlie has taught university courses on Soil Mechanics, Foundations, Subsurface Investigations, Soil Dynamics, Physiochemical Aspects of Soil Engineering, Earth and Earth Retaining Structures and Laboratory Testing of Soils. He has also been involved with several short courses including Geotechnical Aspects of Industrial Wastes, Mining Wastes, Low Cost Roads and Explosive Induced Ground Motions.

Prior to joining Colorado State University, Dr. Charlie was an Instructor of Civil Engineering at Michigan State University and an Assistant Professor of Civil Engineering at the University of Maine at Orono. Since joining Colorado State University, he has been a Fulbright Professor at the University of Khartoum and a Visiting Professor of Civil Engineering at Cornell University and at the University of Auckland (New Zealand).

Dr. Charlie is a Professional Engineer registered in Maine and Colorado. He is a member of numerous societies including the American Society of Civil Engineers, the International Society of Soil Mechanics and Foundation Engineering, the American Society for Testing and Materials, the Instrument Society of America and the Society of Explosive Engineers.
