Professor, academic administrator and consultant in fields of infrastructure engineering
and management, water resources engineering, urban water systems, public administration,
institution building and international development. Specialty fields include: interstate,
state and local government water resources planning systems; data management and decision
support systems; western water management issues; drought water management; flood control;
and urban water systems management.
1982-date. Colorado State University: Professor of Civil Engineering (1982-present); Head, Department of Civil Engineering (1991-2000); Director, Colorado Water Resources Research Institute (1988-91); Director, International School for Water Resources (1985-88). Director of The Water Center at Colorado State University (1994-1998). Appointed in 1988 as River Master of Pecos River, U.S. Supreme Court Case No. 65 Original.
1979-82. Assistant Secretary for Natural Resources, State of North Carolina. Supervised state agencies: Environmental Management, Water Resources, Marine Fisheries, Forest Resources, Soil And Water Conservation, Parks And Recreation And Coastal Resources. Reorganized state's water resources programs and led effort to create Division of Water Resources. Served as Director of Division of Environmental Management (1979-80); reorganized division's organizational and financial management structure, initiated vigorous environmental enforcement programs in air and water programs, and organized Chowan River Restoration Project, forerunner of National Estuary Program Albemarle-Pamlico program. Recruited successor as director of division. Won Governor's Award for Environmental Protection, 1981.
1977-82. Director of University of North Carolina Water Resources Research Institute (on leave 1979-82). Professor of Civil Engineering, NCSU; adjunct Professor of Environmental Sciences and Engineering, UNC-CH. Managed institute program involving NC State University and UNC-Chapel Hill; program included 30 projects and extensive technology transfer activities. Member state sediment control commission. Selected UNC Public Service Fellow, 1979-80.
1972-77. Associate Professor of Civil Engineering, Colorado State University. Principal investigator for 10 sponsored projects in: automation and modeling in water management, urban water information systems, combined sewer control, stormwater management and flood control, and hydrology for transportation engineers. Director of CSU's Office of International Education (1976-7). Managed liaison with Italy, Brazil cooperative activities in water education. Teaching and research: urban systems engineering, hydrology and transportation.
1968-76. Co-founder and vice-president of Sellards & Grigg Inc, a Denver-area consulting engineering firm which is active in the design of water and civil engineering projects. Involved in development of business plan, incorporation procedures and establishment of successful business. Engineering projects: flood control analysis and design, stormwater planning, design and finance, water distribution systems management, water rights augmentation.
1969-72. Assistant Dean of Engineering (1970-2), University of Denver. Duties: graduate program administration, student recruitment, support in college management and alumni affairs. Assistant Professor of Civil and Environmental Engineering and joint appointment with Denver Research Institute. Active in Denver metro civic and professional organizations.
1964-69. Colorado State University (1967-9). PhD work, thesis: Motion of Single Particles in Alluvial Channels (nominated best thesis). Graduate research assistant, research associate and research hydraulic engineer with USGS. Engineer for Ken R. White Company, Denver, (1965-7); Auburn University (1964-5) National Science Foundation trainee and lab assistant during MS program. MS thesis: Effect of Shape Parameter in Open Channels.
1961-64. Military service with US Army Corps of Engineers. Assignments with engineering battalion in Germany and as instructor, US Army School, Europe.
Approximately 200 publications in water and infrastructure, including books:
Registered professional engineer in Colorado, Alabama, North Carolina. Consultant for: UN agencies (FAO, UNDP, UNESCO), Corps of Engineers, states of Alabama and Tennessee, water management districts, local governments, navigation company, government commissions, Office of Technology Assessment, National Council on Public Works Improvement, consulting firms.
Working capability in Spanish, Portuguese, German, limited French.

Developed UNESCO program of cooperation with UFRGS (Brazil).
