Mr. Terry A. Ruhl


Mr. Ruhl is an independent strategy consultant to public, private and academic organizations, with a focus on advancing the growth and development of infrastructure, leadership and management opportunities throughout the world. Most recently, he led the National Governments business for A/E industry leader CH2M, partnering with governments around the world to advance its defense, infrastructure, environmental, social and economic missions. In this role, Mr. Ruhl held responsibility for growth and profitability of four operational units serving the U.S. Department of Defense, U.S. Department of Energy and Atomic Energy of Canada Limited, U.S. Civilian Agencies and International Governments.

With close to 2,000 employees located in offices around the world and another 8,000 employees in joint ventures at multiple nuclear decontamination and decommissioning sites, the National Governments team delivered projects in Africa, Asia, Australia, Europe, the Middle East and North America. Under Mr. Ruhl’s leadership, the National Governments business witnessed a remarkable transformation by achieving double-digit sales growth and record profitability.

He also served as a member of CH2M’s Board of Directors and Corporate Leadership Council that completed the capital structure transformation from an employee-owned company to a public-sector corporation — creating the world’s largest design engineering firm with leadership in multiple end markets, including the National Governments/U.S. Federal Government business.

Prior to his role with National Governments, Mr. Ruhl served from 2012-2016 as the President of CH2M’s global Transportation business. Under his leadership, the company became one of the largest transportation consulting practices in the industry, doubling in size and profitability and achieving the No. 3 Transportation Design Firm ($1 billion in revenue) ranking by Engineering News-Record.
