Dr. Salas has been consultant of several organizations such as the U.S. National Science Foundation, Northwest Hydraulics Consultants, Inc., Seattle, Washington; Resource Consultants Inc., Fort Collins, Colorado; W.W. Wheeler and Associates, Englewood, Colorado; Wright Water Engineers, Denver, Colorado; West Coast Regional Water Supply Authority, Florida; AYRES Associates, Colorado; MWH, Denver, Colorado; Conalvias and AMB (Bucaramanga, Colombia); SISA, Lima, Peru; Nippon Koei Co., Lima, Peru; and OSINERGMIN, Lima Peru. Likewise, Dr. Salas has been involved in consulting activities for a number of international organizations such as UNESCO, AID, FAO, HydroQuebec (Montreal, Canada), ACRES International Ltd.(Niagara Falls, Canada), IICA, CIDIAT, the World Institute for Disaster Management, Inc, and the World Bank. Jan. - June 2002: Consultant of CH2M-HILL, Tampa, on Developing Alternative Statistical Methods for Determining the Impact of Deep Aquifer Pumping on Surficial Aquifers and Wetlands, Florida.

Sept. 2000 - Jul. 2001: Consultant of HydroQuebec, Montreal, Canada on Stochastic Simulation Studies for a Large Scale River System. The study comprises a 15-site system where weekly and daily streamflows need to be simulated for planning and operational purposes.

Jan. - June 2000: Consultant of Simons & Associates, Fort Collins, Colorado for hydrologic analysis associated with development of input for operational modeling for the Snake River Project.

Jan. - Mar. 2000: Consultant of Ayres & Associates, Fort Collins, Colorado for stochastic modeling of the Upper Colorado River Basin. The project is part of the Colorado River Decision Support System intended to make water resources data and water use easily available in the Web.

May - Nov. 1998: Consultant of Gregory Morris Co., San Puerto Rico for Drought Analysis of the Fajardo River, P. Rico. The project involved a review of observed hydrologic data such as precipitation and streamflow at many gaging stations in P. Rico and estimation of drought statistics.

July - Aug. 1998: Consultant of the University of Colombia at Medellin on feasibility of flow forecasting system for OPM, Medellin.

May. 1994 - Mar. 1997: Consultant of Ecole Polytechnique, Montreal, Canada for hydrologic forecasting studies for reservoir inflows for ALCAN, Canada. The study used a number of stochastic techniques such as transfer function modeling, Kalman filtering, and artificial neural networks and comparison with a conceptually based model (PREVIS).

Sept. 1996: Consultant of Waterborne Environmental Inc., Virginia, for review of progress report on Diquat Risk Assessment for Lakes.

Apr. - Jul. 1996: Consultant of West Coast Regional Water Supply Authority, Clearwater, Florida, for the review of statistical analysis of Floridan aquifer heads and lake levels. Several reports were reviewed and critiqued, and recommendations were made to assist the agency in a legal conflict.

Apr. - May 1996: World Bank Expert Panel for Review of Hydrologic Studies of the Chillon River, Peru. A team of three experts went to Peru and reviewed reports and made recommendations on hydrologic studies regarding the expansion of the water supply system for the City of Lima.

Apr. - Dec. 1994: Consultant of HydroQuebec for Stochastic Simulation Studies of the Ottawa River System. The system involved 27 dam sites where weekly flows were simulated.

Oct. 1991 - July 1992: Member of the Expert Committee of HydroQuebec, Canada for Flood Studies in the Saint Lawrence River. The project dealt with the stochastic simulation of net basin supplies for the Great Lakes system (USA-Canada) and PMP-PMF studies for re-evaluating the spillway capacity of the Beaharnois hydropower dam.

Sept. - Dec. 1991: Consultant of George Sabol Consulting Engineering, Inc. on Flood Frequency Analysis for the Arizona Transportation Research Center.

Aug. - Dec. 1991: Consultant of Wright Water Engineers, Inc. on "Statistical Frequency Analysis of Flow Data for Clear Creek, Colorado."

Aug. - Dec. 1991: Consultant of Resource Consultants Inc. on Drought Study for the City of Greeley. The consultancy involved the supervision of the stochastic analysis and simulation study of the Poudre River system for determining extreme droughts.

Aug. 1991 & Mar. 1989: Consultant of FAO, United Nations on Hydrologic Studies of the Parana River, Parana Medio Project, Argentina. The consultancy involved reviewing previous reports and making recommendations dealing with flood frequency studies for determining the 10,000-year flood for designing the spillway capacity of a major dam.

April 1990: Consultant of Wright Water Engineers, Inc. for review of hydrological statistical analysis of the Arkansas River, Colorado.

April - Jul. 1988: Consultant of Northern Colorado Water Conservancy District, development of software for hydrologic analysis, Loveland, CO.

March 1988: Consultant of CID/AID for identifying needed studies for water resources management in the Nizao basin, Dominican Republic.
